Dipanshu Sharma, Ministry of Education and Social Welfare, organized a seminar about ‘Open University’ with the Ministry of Information and Broadcasting and the UGC. An experimental open university was established in India after the seminar recommendations. In 1974, the government established an eight-member group to study the idea of an open university. G. Parthasarathi was appointed Vice-Chancellor at Jawaharlal Naehru University.
Working group members recommended that an act of parliament be passed as soon as possible to establish an open university. The university should be able to administer the whole country once it has been fully developed so that students from all corners of the country have access to its instruction.
